Well, physically, puppets lack bones and muscles and cannot move unaided. Fortunately, puppets broadcast powerful "psionic" waves. They have the absolute power to control any human.
But don't worry. Puppets exercise extreme ethical discipline. A human must voluntarily accept subservience to a puppet's will. Only then can a puppet express its personality. We call this process trans-solipsistic symbiosis, or "puppetry."
